Interim Superintendent Appoints New Director of Budget and Financial Systems

Interim Superintendent Lois F. Berlin has appointed Dominic Turner as Director of Budget and Financial Systems for Alexandria City Public Schools.

Turner will help to lead the annual budget development process for the Capital Improvement Program and the Combined-Funds Budget. In addition, he will monitor budgets, ensure compliance with various policies, regulations, grant rules and best practices, develop and maintain budget policies and procedures, and serve as a liaison to schools and central office departments for budget items in line with the goals of the ACPS 2020 Strategic Plan.

We are delighted to have Mr. Turner add his wealth of knowledge and experience on our finance team. The role of budget director is important to maintain transparency, and efficient and effective operations,” said Dr. Berlin.

Turner brings many years of experience in government budget formulation, implementation and execution. He has a proven record of increasing resource efficiency and seamlessly implementing new initiatives.

I am really pleased to assume this role and look forward to the opportunity to put my experience and knowledge to work on behalf of ACPS. My grandfather was a teacher at Parker-Gray and George Washington High Schools and retired from ACPS after more than 30 years in the schools. After retiring he taught driving improvement at T.C. Williams High School, so I already feel very connected to ACPS and vested in the mission to see every student succeed,” said Turner.

Prior to joining ACPS, Turner held budget analyst and management positions in Prince George’s County Maryland, most recently asa the Capital Improvement Program Budget Manager and Procurement Unit Supervisor for the Maryland-National Capital Park and Planning Commission. There, Turner was responsible for managing a Capital Improvement Program budget that exceeded $750 million.

Turner holds a Master of Business Administration from the Robert H. Smith School of Business at the University of Maryland College Park. He earned a Bachelor of Business Administration with a concentration in finance from the Raymond A. Mason School of Business at the College of William and Mary, where he received a full academic scholarship.

Turner started in his new role on August 7.
